From the U.S. Embassy in Seoul, effective Friday, January 8, 2021, at 12:00 a.m. (KST), all foreign passengers arriving in the Republic of Korea (ROK) must provide proof of a negative COVID-19 PCR test obtained within 72 hours of their departure; airlines will not board passengers without this negative PCR test result.
USFK is working with the Korean Government for clarification how this applies to USFK, but until additional information is provided, all USFK and component command travelers to South Korea must adhere to this ROK directive and obtain a negative COVID-19 PCR test within 72 hours of their departure.
Personnel are advised to consult their airline regarding updated information about their travel plans and/or restrictions. Further information about COVID-19 conditions and regulations in the ROK are available on the U.S. embassy's COVID-19 website.

This guidance applies to all Team Osan members, including Service Members, family members/dependents, DOD and KN Civilian Employees, DOD Retirees, Contractors, and any other U.S. citizen requiring access to Osan Air Base.
Any military member who refuses to obey the forgoing order and its restrictions may be subject to punishment under the Uniform Code of Military Justice (UCMJ). Those not subject to military law who refuse to obey or otherwise violate the forgoing restrictions may be denied installation access or be barred from the installation for a period of two years.

If personnel are required to isolate, restriction of movement, or quarantine, they are not permitted to leave their residence for any reason other than to relieve pets or directed by medical services. Masks and gloves are required as well as social distancing.

The following COVID-19 core tenets must be followed by all Team Osan Members (to include service members, family members and dependents, DoD and KN civilian employees, DoD retirees, contractors, and any other persons with access to Osan Air Base) at all times while within an HPCON B area (HPCON C measures are different and must be adhered to while within an HPCON C area): i. Mind the Meter. Recommend 2M (6FT), minimum 1M (3FT) social distance. Mask-wear is required when 1M separation cannot be maintained. ii. Groups less than 50 people. Groups of greater than 50 are authorized for mission essential or related activities. Non-mission essential events with greater than 50 personnel require O-6 approval with event-specific COVID-19 mitigation measures. iii. Strict hand hygiene and workplace sanitation iv. Cough and sneeze etiquette (e.g., into a bent elbow) v. Avoid touching your eyes, nose, and mouth with unwashed hands vi. Avoid hot spots (see www.usfk.mil for current hot spot map) vii. Stay home when sick viii. Active duty service members must wear face mask or cloth covering on base when social awareness cannot be achieved (i.e. 1M). Mask wear is required off-base.Failure to wear face mask or cloth covering off-base may result in fines or additional measures. Acceptable face mask or cloth covering consist of: balaclavas,neck gaiters, cravats, black or white mask, black or white N95 mask or cloth covering that conforms to Centers for Disease Control (CDC) guidelines and are tan, black,white, brown, blue or olive drab green in color. When not in uniform, any color or pattern that is not offensive is authorized. ix.DoD employees, KN civilian employees, DoD retirees, contractors, dependents,and any other persons with access to Osan AB must wear face mask or cloth covering on base when social awareness cannot be achieved. Mask wear is required off-base. Acceptable face mask or cloth covering consist of: balaclavas, neck gaiters,cravats, N95 mask, or cloth covering that conforms to CDC guidelines of any color or pattern that are not offensive.
Non-mission essential travel from Osan AB to other USFK installations within HPCON B designated areas is authorized. The following additional travel measures apply:
U.S. Forces Korea has directed Health Protection Condition Charlie associated with the COVID-19 outbreak across the Korean peninsula. Osan AB is implementing measures accordingly across the installation to ensure the health and safety of Team Osan.
