Republic of Korea army Brig. Gen. Sam Kwon, 9th Special Forces Brigade commander, left, and Col. Brook Leonard, 51st Fighter Wing commander, sign the Combined Defense Plan Oct. 21, 2014, Osan Air Base, ROK. The CDP is the joint plan that ties U.S. and ROK forces together to defend Osan AB, and strengthens the relations between the two nations as we move forward as a unified team. The CDP identifies each element’s roles and capabilities, and provides clear guidance on interoperability during training and real-world scenarios.
