Off-Limits Establishments

This policy applies to all active-duty U.S. Armed Forces personnel assigned to United States Forces Korea (USFK) or present in the Republic of Korea (ROK) while on leave or temporary duty. It also includes Reserve personnel engaged in annual or other training in the ROK, as well as National Guard personnel training in a federal status in the ROK. Additionally, U.S. citizen civilian employees of the Department of War (DoW), including those supporting non-appropriated fund instrumentalities, DoW Invited Contractors, and Technical Representatives, are covered under this policy. Dependents and family members of all the aforementioned personnel are also included. This regulation is punitive in nature. Individuals subject to the Uniform Code of Military Justice (UCMJ) who fail to comply may face disciplinary action under the UCMJ, along with other adverse administrative measures. Those not under the UCMJ may also face administrative sanctions, which can include the revocation of privileges, in accordance with applicable laws and regulations. Commanders, directors, and sponsoring agencies must coordinate with their servicing judge advocate, civilian personnel offices, or the Assistant Chief, as appropriate, whenever compliance issues arise involving civilian employees. 

 

The areas and establishments are officially designated as off-limits due to safety, health, or operational considerations in accordance with USFK Regulation 190-2 and as specifically determined by the 51st Fighter Wing Commander. 
  • All tattoo parlors and body piercing shops. 
  • All houses of prostitution. A house of prostitution is defined as any building or structure where prostitution or the promotion of prostitution (engaging in any sexual activity with another person for a fee) is regularly carried on by one or more persons under the control, management, or supervision of another.
  • The ROK public streets, roads, and highways during the hours of curfew when established by the ROK Government. Travel during curfew hours is permitted, in emergencies or when performing official duties.
  • In accordance with the ROK Ministry of Home Affairs notice #89-9, dated 1 December 1989, the ROK Government curfew areas north of civilian control line at the Demilitarized Zone (DMZ) affecting 16 Ups and Myons of Kangwa, Kimpo, Paju and Yonchon in Kyonggi Province, 20 Ups and Myons of Chorwon, Hwachon, Yanggu, Inje, and Kosong in Kangwon Province, 13 islands near the DMZ in Kyonggi Province, and seas within three (3) nautical miles of coast. Travel is permitted in these areas in emergencies or when performing official duties.

    By order of the 51st Fighter Wing commander, the following establishments are OFF-LIMITS as of December 10, 2025: 

    • All Tattoo Parlors and Shops
    • All Houses of Prostitution
    • Cafri Motel
    • Honey Massage
    • Basement
